French-Indonesian Science and Technology Cooperation Program

(PHC NUSANTARA - SAME Prancis – BOPTN)

Partnership

The Government of the Republic of Indonesia and the Government of the Republic of France have established the NUSANTARA Program. NUSANTARA is jointly managed by the Indonesian Ministry for Research, Technology and Higher Education (KEMENRISTEKDIKTI), the French Ministry of Europe and Foreign Affairs (MEAE), and the French Ministry of Higher Education, Research and Innovation (MESRI).

Objective

The objective of NUSANTARA is to promote and to support new projects of scientific and technological cooperation, between French and Indonesian researchers in both public and private sectors. This call is Excellence based.

 

Eligibility

The programme is open to the following research fields (but not to Nuclear, Defense or Military technologies):

  • FoodTechnology;
  • Energy (new and renewableenergy);
  • Health andMedicine;
  • Marine and MaritimeTechnology;
  • TransportationTechnology;
  • Information and CommunicationTechnology;
  • Human and Socialsciences;
  • Advanced material, i.e.nanotechnology;
    • Climate change and the preservation of the environment: animal and vegetal biodiversity; water, land, climactic changes;
    • Assessment and prevention of natural risks and or disaster management – including early warning system which involve geological, seismic, volcanic, climactic, geomagneticSci.

French and Indonesian partners have to submit each one a proposal in English containing the same TITLE and SCOPE of WORK to their respective agencies in charge of the management of the NUSANTARA program: to CAMPUS FRANCE online for French counterparts and to KEMENRISTEKDIKTI for Indonesian counterparts.

The Indonesian partners shall submit their proposal to KEMENRISTEKDIKTI following the rules of SAME program (only one grant for mobility can be attributed per project for only one researcher having a doctoral degree since at least two years and willing to go to France for 3 months exactly). In addition to SAME proposal, Indonesian partners shall also submit a brief research plan.

 

The successful Indonesian applicants will later be requested to fulfil all requirements in conformity with the eligible funding scheme. All applicants will be reviewed for an additional research funding (BOPTN). If selected for BOPTN research funding, the successful

applicants will be requested to fill the appropriate administrative documents of the BOPTN funding program.

 

Any research laboratory from universities, public sector research institutes and small companies is eligible to NUSANTARA on the French side while only institutions under the responsibility of KEMENRISTEKDIKTI are eligible on the Indonesian side. LPNKs are eligible for the BOPTN scheme as participant but only universities are eligible as main applicant (for both SAME and BOPTN funding schemes). If one of the two partners failed to apply or sent their application before the deadline, the application will be disqualified.

Selection

NUSANTARA call for proposals is organized each year. The appointed Indonesian referees will assess Indonesian applications, while French referees will review French applications. A Joint Committee, consisting of Indonesian and French experts, will execute the final selection.

The involvement of young researchers studying for a Master or PhD, or pursuing post- doctoral research, is one of the most important selection criteria. It is expected for teams receiving research funding from the BOPTN program that they aim at publishing manuscripts in Q1 international journals.

Project duration and execution

The projects selected under the current call for proposals will be funded for two years by France (support for the second year being subject to the first year review), for three years by BOPTN and by a single 3-months mobility grant by SAME.

To this effect, the project leaders must submit a report of the activities of the first year, including financial aspects, to the French Embassy in Indonesia and to KEMENRISTEKDIKTI before December 20, 2019. The report, written in English, shall include the FINANCIAL aspects, spent or to be spent budget, TECHNICAL progress of the project and FORSEEN expenditures in the following year. Any substantial scientific results achieved in the first months of the running project, needs to be HIGHLIGHTED by the projectleader.

Final report

A final report shall be sent at the latest one month after the completion of the project to French Embassy in Indonesia and to KEMENRISTEKDIKTI. The French partners will have to do so by downloading the relevant file on the Campus France extra-net and to affix to their on-line file once completed.

Publication of Report

Upon completion of report, all participants are strongly encouraged to publish their research results in international journals (with Scopus/Thomson-Reuters index).

Financing

For Indonesian partners, the two schemes of funding for this call are: (1) Mobility scheme (SAME-Prancis), and (2) Research scheme (BOPTN). France will support short stay missions (travel and living allowances) either in France or in Indonesia and additional research funding is provided by the French Embassy in Indonesia.

Final allocation to each supported project will be decided by the final joint committee. Funds must be strictly used during the calendar year, between January 1st and December 31st of each year. In no case, it may be carried forward to the following year. Any funds not used will belost.

Applications must be received before the closing date. Applications shall strictly follow the format and time conditions. The content of the SAME proposal shall be in line with the research proposal submitted online through the CAMPUS FRANCE website.
